We are looking for a Maintenance Manager to lead our fleet and facility maintenance operations, ensuring our agency’s assets are well maintained, safe, and operating at peak performance.

Summary:

The Maintenance Manager oversees fleet and facility maintenance to ensure agency assets remain in a state of good repair. The responsibilities include the oversight of staff including a foreman, skilled mechanical staff, and service workers in a union environment. This role is responsible for the organization of schedules, as well as monitoring quality assurance for all maintenance activities. This includes monitoring adherence to agency policies, procedures and safety standards. This role is responsible for planning and coordinating preventative maintenance, repair, modification, and inspection of vehicles. This role also provides support to the Chief Transportation Officer (CTO) regarding maintenance standards, annual department work plan, budgets, policies, practices and strategies to achieve departmental and organizational goals.

Minimum Qualifications:

  • 10+ years of professional experience in facility and fleet maintenance or related experience, which must include at least three (3) years or management experience
  • Experience managing teams performing preventative maintenance is required
  • Strong knowledge of preventative maintenance best practices
  • Excellent leadership, organizational, and communication skills
  • Expertise in repairing and maintaining transit buses, truck chassis, vans, and automotive equipment
  • In-depth understanding of OSHA regulations and safety standards
  • Commercial driver’s license or commercial learner’s permit class B with air brake and passenger endorsement

Supervision:

Direct supervision of 15 full-time employees including fleet and facilities maintenance, parts, and fleet care and cleaning staff.

Key Responsibilities:

  • Oversee and execute maintenance projects within schedule and budget.
  • Investigates, analyzes, and makes recommendations for correcting potential safety problems.
  • Oversees, reviews, and accepts or rejects work performance by contractors.
  • Responsible for monitoring productivity and quality of subordinate maintenance personnel.
  • Provides leadership to the maintenance department.
  • Develops and maintains and atmosphere of cooperation and team work.
  • Responsibilities include selection, training, shift scheduling, employee evaluations, enforcing work rules, discipline and initial grievance handling.
  • Ensures that preventative maintenance inspections are performed on time and in accordance with original equipment manufacturer recommendations and industry requirements.
  • With oversight of the CTO, acquires vehicles, equipment and services including specification development and review, bidding process, negotiations, bidder evaluation and recommendation of award.
  • Assures contract compliance and administers warranty terms. Oversees vehicle acceptance, make ready, vehicle modification and disposal.
  • Conducts necessary fleet campaign projects.
  • Monitors and updates GP Metro’s Transit Asset Management (TAM) program to ensure the fleet remains in a state of good repair.
  • Recommends work for contracting out. Oversees vendor selection, scheduling and quality control of contracted repairs and services.
  • Participate in inventory planning to determine parts requirements and appropriate stocking levels, including reducing excess inventory and eliminating obsolete parts.
  • Ensures compliance with the collective bargaining agreement; assists in the development of contract language for future negotiations and reviews contract enforcement; interprets and administers the collective bargaining agreement pertaining to fleet maintenance employees.
  • Assists the CTO in developing and implementing department policies and procedures. Responsible for developing department training and certification programs.
  • Reviews, analyzes and interprets statistical and performance information from a variety of sources. Identifies and investigates maintenance improvement opportunities; plans and implements improvements; resolves complaints regarding maintenance work and employees.
  • Ensures that proper controls and accountability procedures are maintained for shop tools and supplies.
  • Maintains current information regarding hazardous material, proper. Oversees storage, use and disposal of hazardous materials. Administers the Spill Prevention, Control and Countermeasures Plan. Establishes, trains and coordinates spill response and spill clean-up teams.
  • Provides agency-wide technical support for safety, security and service delivery objectives.

Required Skills and Knowledge:

  • Demonstrated supervision and/or management reliability and quality initiatives in a transit vehicle repair shop.
  • Experience fostering and maintaining a working relationship with union represented personnel.
  • Experience conducting thorough investigations relating to accidents, unusual occurrences, and root causes.
  • Demonstrated administrative skills in Microsoft Office products including Excel and PowerPoint, and experience using other maintenance management systems.
  • A high level of leadership, communication skills, and ability to maintenance employees is a must.
  • Experience in a maintenance environment driving performance to goals and objectives; be focused on metrics and continuous improvement; and have experience successfully developing and implementing corrective action plans.
  • Experience demonstrating principles of Six Sigma, or other lean methodologies preferred.
  • Understanding of the principles of supply chain operations, inventory controls, warehousing and purchasing.
  • Knowledge of computerized fleet management and inventory management software and applications.
  • Exhibit strong supervisory skills including leadership, training, problem analysis, decision making, planning and organizing, adaptability and flexibility, time management and conflict resolution.
  • Understand and implement provisions of the collective bargaining agreement.
